जिल्लाको पूर्वी क्षेत्रस्थित दिपायल सिलगढी नगरपालिका–८ सेटीगाउँ पहिराको उच्च जोखिममा छ । गाउँमाथि र तलबाट पहिरो आउन थालेपछि सिङ्गो गाउँका २०० घरपरिवार जोखिममा परेका छन् । केही दिन पहिलेको वर्षाका कारण पहिरो आउन थालेको स्थानीयवासी ७८ वर्षीया हरिना कडायतले जानकारी दिनुभयो । उहाँका अनुसार पहिरो अहिले पनि बेलाबेलामा आइरहेको छ ।

लगातार पहिरो आउन थालेपछि त्यहाँका नागरिकलाई सामान्य पानी पर्दासमेत गाउँ नै बग्ने डरले राति निद्रासमेत नपर्ने गरेको वडाध्यक्ष रामबहादुर खडकाले बताउनुभयो । उहाँले भन्नुभयो, “पूरै गाउँको जमिनको भित्री भागम पानी फुट्न थालेको छ, राति ठूलो वर्षा भए पूरै गाउँ बग्ने चिन्तामा यहाँका नागरिकलाई निन्द्रासमेत पर्न छाडेको छ ।” गाउँमा लगातार पहिरा आउने क्रम बढे पनि त्यसको रोकथाम तथा नियन्त्रणका लागि कुनै पहल नभएको अर्की स्थानीयवासी जमुना कडायतले बताउनुभयो ।

पहिरो नियन्त्रण नहुञ्जेलसम्म पूरै बस्ती सार्नुपर्ने अवस्था रहेको स्थानीयवासी तिरमलसिंह कुन्जेडाले बताउनुभयो । उहाँले भन्नुभयो, “सिङगो गाउँ नै पहिराको जोखिममा छ, समयमै नागरिकलाई सुरक्षित स्थानमा सार्न ढिला गरे ठूलो क्षति पु¥याउने देखिन्छ ।” यति मात्र नभई लगातार आइरहेको पहिराका कारण यहाँको खोपानीको मुहान र सिँचाइ कुलो बगाएपछि खानेपानी तथा सिँचाइको समेत समस्या भएको स्थानीयवासी तुलसी खड्काले बताउनुभयो ।

गाउँमा आउने पहिरो नरोकिने अवस्था आएपछि यहाँका नागरिक गाउँ छाडेर अन्यत्र जाने अवस्थामा छन् । पहिराकै डरले घर बगे मान्छे च्यापिएर मर्ने डरले यहाँका कतिपय नागरिकले पालमुनि बास बनाएको स्थानीयवासी तथा सञ्चारकर्मी तेजु वलीले बताउनुभयो ।

यसैगरी शौचालय, खानेपानी तथा उज्यालोका लागि बत्तीसमेत नहुँदा उनीहरुलाई दिनहुँ सास्ती हुने गरेको दिपायल सिलगढी–८ का बासिन्दा कमल बोहराले बताउनुभयो । उक्त गाउँमा वर्षेनी वर्षायाम लागेपछि डर, त्रासमा बस्नु परिरहेका बेला लगातार पानी पर्दा गाउँको छेउछाउ पहिरो जान थालेपछि सुरक्षित बासका लागि गाउँ छाडेर पालमुनि बस्नुपरेको पहिरापीडितको भनाइ छ ।

पहिराको समस्या वर्षौँदेखि हुँदै आए पनि आफूहरुको समस्या समाधानका लागि कसैले पनि उचित पहल नगरेको पीडितको गुनासो छ । पहिरापीडितको सुरक्षित बासको व्यवस्था चाँडो नभए पहिराले कुनै दिन गाउँ नै सामूहिक चिहान बन्ने खतरा बढेको स्थानीयवासी हर्क खड्काले जानकारी दिनुभयो । पालमुनि रहेका बालबालिकामा ज्वरो आउने, रुघाखोकी लाग्नेजस्ता समस्या देखिएका छन् ।
