डोटीको तलारा तथा बैतडीको ढुङ्गाड क्षेत्रमा निर्माण हुने भनिएको ७५० मेगावाट क्षमताको पश्चिम सेती परियोजना निर्माण अध्ययन गर्न सरकारी टोली डोटी आइपुगेको छ ।

टोलीले पश्चिम सेती परियोजनाको विद्युतगृह निर्माण गरिने जिल्लाको शिखर नगरपालिका तल्कोट क्षेत्रको अनुगमन गरेको दिपायल सिलगढी नगरपालिकाका प्रमुख मञ्जु मलासीले बताउनुभयो । उहाँले भन्नुभयो, “पश्चिम सेती परियोजना निर्माण अध्ययन गर्न तीन सदस्यीय टोली आएको छ, टोलीले विद्युतगृह बन्ने ठाउँको अवलोकन गरेको छ, अब बाँधस्थलको अवलोकन गर्ने छ ।”

परियोजना निर्माण अगाडि बढाउन नयाँ अध्ययन गर्न सरकारी टोली आएको शिखर नगरपालिकाका उपप्रमुख धौलीदेवी रावलले जानकारी दिनुभयो । टोलीमा राष्ट्रिय योजना आयोगका उपाध्यक्ष डा विश्व पौडेल, लगानी बोर्डका प्रमुख कार्यकारी अधिकृत सुशील भट्ट, ऊर्जा सचिव देवेन्द्र कार्कीसहितका प्राविधिक रहेका छन् । सो टोलीले बाँधस्थल तराला र ढुङ्गाड क्षेत्रमा पुगेर अनुगमन तथा अध्ययन गर्ने योजना रहेको बताइएको छ ।

सुदूरपश्चिम प्रदेशकै गौरवको आयोजना मानिएको पश्चिम सेती परियोजनाको निर्माण अझै सुरु हुनसकेको छैन । पश्चिम सेती निर्माण नभएकामा गुनासो बढ्दै गएको दिपायल सिलगढी नगरपालिका–१ का विजय खड्काले बताउनुभयो । उहाँले भन्नुभयो, “अध्यन गर्ने थलो मात्रै हुँदैछ पश्चिम सेती, निर्माण कहिले हुन्छ ठेगान छैन, फेरि अध्यन टोली आएको छ हेरौँ, केके हुन्छ ।”

यतिमात्र नभई हरेक पाँच–पाँच वर्षमा हुने निर्वाचनको समयमा मात्रै यसको चर्चा हुन्छ । विगत ४० वर्षदेखि चर्चामा सीमित रहेको भन्दै यहाँका स्थानीयवासीलाई यो आयोजना निर्माण हुन्छ भन्ने पत्यार लाग्नसमेत छाडिसकेको शिखर नगरपालिका–११ बानीडुग्रीसैनका स्थानीयवासी प्रेमबहादुर बलायरले बताउनुभयो ।

पुनः परियोजनाको अध्ययनका लागि सरकारी टोली आज आएपछि यस क्षेत्रका स्थानीयवासीमा परियोजना बन्छ कि भन्ने झिनो आशा भने पलाएको जिल्ला समन्वय समितिका संयोजक रामबहादुर ऐरले बताउनुभयो ।

निर्माणस्थलका बासिन्दाले दशकौँ पहिलादेखि परियोजना निर्माण हुने सपना सजाएका भए पनि निर्माण नहुँदा आशा मारेको निर्माण बाँधस्थल आदर्श गाउँपालिका तलराका स्थानीयवासी टेकबहादुर सिंहले जानकारी दिनुभयो । सो परियोजना सुरु हुने हल्लाले अन्य विकासबाट बञ्चित बन्नुपरेको बाँधस्थल क्षेत्रका नागरिकको दुःखेसो छ । सन् १९८१ देखि सो परियोजनाको निर्माण चर्चा सुरू भएको थियो । त्यतिबेला फ्रान्सेली संस्था सोग्रेहको र १९९४ मा नेपाल सरकारको विद्युत् विकास केन्द्र र अष्ट्रेलियन बहुराष्ट्रिय कम्पनी स्मेकबीच समझदारीपत्रमा हस्ताक्षर भएका थियो । सन् १९९७ मा नेपाल सरकार र वेस्ट सेती हाइड्रोबीच ७५० मेगावाट आयोजना निर्माण गर्ने सम्झौतामा हस्ताक्षर भएको थियो ।

परियोजना लागू हुने स्थान तथा बाँध बाँधिने ठाउँमा भवन निर्माणदेखि अन्य केही काम भएको तीन दशकदेखि चर्चाको विषय बन्दै गइरहेको सो परियोजनास्थलको पटक–पटक भौगर्भिक अध्ययन भए पनि सार्थकरूपमा काम हुन नसकेको कांग्रेस नेता पूर्वसांसद यज्ञराज पाठकको आरोप छ । यस परियोजनाको नाममा पटक–पटक आश्वासन दिइए पनि परियोजना निर्माण हुने अवस्था भने जस्ताको त्यस्तै रहेको दिपायल सिलगढी नगरपालिकाका पूर्व नगरप्रमुख घनश्याम पाठकले बताउनुभयो ।
