दिगो विकासका लागि वार्षिक २० खर्ब २५ अर्ब चहिने, केही क्षेत्रमा नेपालको लोभलाग्दो प्रगति

काठमाडौँ, ७ असोज  दिगो विकास लक्ष्य हासिल गर्न वार्षिकरुपमा औसत रु २० खर्ब २५ अर्ब बराबरको बजेट आवश्यक पर्ने देखिएको छ । चालु आर्थिक वर्षको बजेट रु १६ खर्ब ३२ अर्ब ८३ करोड रहेको छ ।

दिगो विकास लक्ष्यका लागि निर्धारण गरिएको बजेटभन्दा झण्डै रु चार खर्ब बराबरको बजेट कम हुने देखिन्छ । अर्थमन्त्री जनार्दन शर्माले प्रतिस्थापन विधेयकमार्फत पेश गर्नुभएको बजेटलाई प्रतिनिधिसभाले पारित गरिसकेको छ ।

कूल विनियोजनमध्ये सङ्घले चालुतर्फ रु छ खर्ब ७७ अर्ब ९९ करोडअर्थात् ४१.५२ प्रतिशत, पूँजीगततर्फ रु तीन खर्ब ७८ करोडअर्थात् २३.१६ प्रतिशत, वित्तीय व्यवस्थातर्फ रु एक खर्ब ८९ अर्ब ४४ करोडअर्थात् ११.६० प्रतिशत रहेको छ । प्रदेश र स्थानीय तहमा वित्तीय हस्तान्तरणतर्फ रु तीन खर्ब ८७ अर्ब ३० करोडअर्थात् २३.७२ प्रतिशत रहेको छ । वित्तीय हस्तान्तरणतर्फ विनियोजित बजेटमध्ये चालु खर्चमा समानीकरण अनुदानसहित रु तीन खर्ब २५ अर्ब ७५ करोडअर्थात् ८४.११ प्रतिशत र पूँजीगततर्फ रु ६१ अर्ब ५५ करोडअर्थात् १५.८९ प्रतिशत रहेको छ ।

राष्ट्रिय योजना आयोगका सचिव केवलप्रसाद भण्डारीका अनुसार वार्षिक औसत रकममध्ये रु ११ खर्ब ११ अर्ब सरकारी क्षेत्रबाट, रु सात खर्ब ३९ अर्ब निजी क्षेत्रबाट, रु ८७ अर्ब सहकारी तथा गैरसरकारी क्षेत्रबाट र रु ८८ अर्ब घरपरिवार क्षेत्रबाट लगानी गर्नुपर्ने देखिन्छ ।

राष्ट्रिय योजना आयोगले नेपालमा दिगो विकास लक्ष्यको आवश्यकता पहिचान, लागत अनुमान तथा वित्तीय रणनीतिले दिगो विकास लक्ष्य कार्यान्वयन गर्न नेपाललाई चाहिने वित्तीय स्रोतको आँकलन र स्रोतका सम्भाव्य क्षेत्र पहिचान गरिसकेको छ ।

त्यसमा सरकारी र निजी क्षेत्रबाट हुने लगानीमा क्रमशः रु दुई खर्ब १८ अर्ब र रु तीन खर्ब ६७ अर्ब गरी वार्षिक औसत रु पाँच खर्ब ८५ अर्ब नपुग्ने देखिन्छ । न्यून वित्तीय स्रोत व्यवस्थापनको लागि आन्तरिकरुपमा प्रगतिशील करको व्यवस्था र करको आधार फराकिलो बनाउने गरी कर प्रशासनमा सुधार गर्नुपर्ने देखिन्छ ।

सचिव भण्डारीका अनुसार निजी तथा अन्य क्षेत्रलाई लगानीमा प्रोत्साहन गर्ने, सार्वजनिक निजी साझेदारी व्यवस्थालाई प्रभावकारी बनाउनुका साथै वैदेशिक विकास सहायता र वैदेशिक लगानीको परिचालन गर्नुपर्ने देखिन्छ ।

यस्तै, वित्तीय सङ्घीयताको कार्यान्वयनका चरणमा सङ्घ, प्रदेश र स्थानीय तहबाट थप स्रोत परिचालनको आधार तयार गरी वित्तीय दायरा बढाउनुपर्ने आवश्यकता छ । दिगो विकास लक्ष्य कार्यान्वयनलाई प्रभावकारी र व्यवस्थित बनाउन नीतिगत, कानुनी तथा संस्थागत संरचना तयार गरिएका छन् । त्यसको व्यवस्थित परिचालन नै प्रमुख आवश्यकताको रुपमा रहेको छ ।

विश्वसनीय र सुदृढ तथ्याङ्क प्रणालीको विकास गर्न नयाँ तथ्याङ्क ऐनको मस्यौदा तयार भएको र तथ्याङ्क प्रणालीसम्बन्धी राष्ट्रिय रणनीति तयार भई कार्यान्वयन सुरु भएको छ । राष्ट्रिय जनगणना २०७८ समेत सुरु भएको छ । यसबाट पनि सरकारलाई आवश्यक पर्ने तथ्याङ्क उपलब्ध हुनेछ । सरकारले राष्ट्रिय तथा प्रादेशिक अनुगमन तथा मूल्याङ्कन दिग्दर्शन र प्रादेशिक तहका दिगो विकास लक्ष्य सूचकको पहिचान गरी कार्यान्वयनमा ल्याइएको छ ।

दिगो विकास लक्ष्य कार्यान्वयन तथा अनुगमनको लागि प्रधानमन्त्रीको अध्यक्षतामा उच्चस्तरीय केन्द्रीय निर्देशक समिति, राष्ट्रिय योजना आयोगका उपाध्यक्षको संयोजकत्वमा दिगो विकास लक्ष्य कार्यान्वयन तथा समन्वय समिति तथा राष्ट्रिय योजना आयोगका सदस्यको संयोजकत्वमा विषयगत कार्य समिति गठन भएका छन् ।

ती समितिले दिगो विकास लक्ष्यसँग सम्बन्धित योजना, कार्यक्रम, नीति तथा बजेट कार्यान्वयन, अनुगमन र मूल्याङ्कनका लागि मार्गनिर्देशन गर्ने सचिव भण्डारीको भनाइ छ । दिगो विकास लक्ष्यको कार्यान्वयन र अनुगमन प्रभावकारी बनाउने उद्देश्यले गरिने सहजीकरण र नियमनका लागि आवश्यक ऐन कानुनको निर्माण र सुधार गर्ने विषयमा संसद्को भूमिका पनि उत्तिकै महत्वपूर्ण रहेको छ । सङ्घीय संसद्को दिगो विकास तथा सुशासन समितिले सो कार्यका लागि क्रियाशील भई मार्गदर्शनसमेत गरिरहेको छ ।

सरकारले दिगो विकास लक्ष्यमा खास गरी १७ वटा प्रमुख लक्ष्य निर्धारण गरेको छ । त्यसको सबैभन्दा प्रमुख एवं शीर्ष लक्ष्यमा सबै ठाउँमा सबै प्रकारका गरिबीको अन्त्य गर्ने रहेको छ । कोरोनाका काराण गरिबीको मात्रामा वृद्धि भएको पाइएको छ ।

अर्थमन्त्री जनार्दन शर्माले कोरोनाका कारण रोजगारी गुमाएका कम आय भएका श्रमिकलाई ध्यानमा राखेर रु १० हजार बराबरको नगद अनुदान दिने विषयलाई विनियोजन विधेयकमा नै समावेश गर्नुभएको छ । कोरोनाबाट पीडित भएका नागरिकलाई थोरै भए पनि सरकार छ भन्ने अनुभूत गराउन सो व्यवस्था गरिएको अर्थमन्त्रीको भनाइ छ ।

दिगो विकास लक्ष्यको दोस्रो नम्बरमा भोकमरीको अन्त्य गर्ने, खाद्य सुरक्षा, पोषणस्तरमा सुधार र दिगो कृषि विकासको प्रवद्र्धन गर्ने विषय समेटिएको छ । त्यसका लागि कृषि उत्पादनमा आत्मनिर्भर हुने गरी बजेट विनियोजन र कार्यक्रहरु अगाडि सारिएका छन् । ऊर्जा जलस्रोत तथा सिँचाइ मन्त्रालयले तराईका जिल्लामा सिँचाइ ग्रीड तथा प्रसारण लाइन निर्माण गर्ने कार्यलाई प्रमुख प्राथमिकतामा राखेको छ ।

ऊर्जामन्त्री पम्फा भुसालका अनुसार कृषि उपजको उत्पादन वृद्धि गर्ने लक्ष्यका साथ सिँचाइ ग्रीडलाई अगाडि बढाइएको हो । यसबाट सुक्खा र बाँझो रहेका जमिनमा बाह्रै महिना सिँचाइ सुविधा पुग्नेछ र कृषिउपजको उत्पादनमा समेत गुणात्मक वृद्धि हुनेछ ।

खेर जाने विद्युत्को खपत बढाउनका लागि पहाडी क्षेत्रका टारमा सिँचाइ सुविधा उपलब्ध गराउने र तराईमा छुट्टै ग्रीड नै बनाएर बिजुली उपलब्ध गराउँदा विदेशबाट आयात गरिने डिजलको प्रयोगम कमी आउनेसमेत सरकारको सोच छ ।

दिगो विकास लक्ष्यको सातौँ नम्बरमा रहेको सबैका लागि भरपर्दो र धानिन सक्ने आधुनिक ऊर्जाको पहुँचको सुनिश्चितताका सम्बन्धमा समेत ऊर्जा मन्त्रालयले योजनाबद्ध काम गरिरहेको छ ।

नेपाल विद्युत् प्राधिकरणका अनुसार हाल देशभर झण्डै ९३ प्रतिशत नागरिकले केन्द्रीय प्रसारण प्रणालीबाट बिजुली पाएका छन् । कर्णाली अञ्चलको जुम्ला र कालीकोटमा केही समय पहिले मात्रै केन्द्रीय प्रणाली जोडिएको छ ।

आगामी दुई वर्षभित्र शतप्रतिशत नागरिकमा बिजुली पु¥याउने लक्ष्यका साथ काम भइरहेको छ । यस्तै, भरपर्दो बिजुली उपलब्ध गराउन प्राधिकरणले दिनरात मेहनत गरिरहेको छ । काठमाडौँ उपत्यकालगायत सहरी क्षेत्रको प्रसारण प्रणालीको स्तरोन्नति एवं ग्रीड पुगेका क्षेत्रमा अवरोधरहित बिजुली उपलब्ध गराउन प्राधिकरणले विशेष ध्यान दिएको कार्यकारी निर्देशक कुलमान घिसिङ बताउनुहुन्छ ।

यस्तै, ग्रीड नपुगेका क्षेत्रमा वैकल्पिक ऊर्जाका माध्यमबाट बिजुली उपलब्ध गराउने सरकारको योजना छ । ऊर्जामन्त्री भुसालले यही असोज ४ गते सन् २०३० सम्म सबैलाई सुलभरुपमा स्वच्छ ऊर्जाको पहुँच पु¥याउने लक्ष्य राखिएको ऊर्जासम्बन्धी अवधारणाको कार्यान्वयन सुरु गर्नुभएको छ ।

मार्गचित्रमा सन् २०३० सम्म सबैलाई सस्तो र स्वच्छ ऊर्जाको पहुँच पु¥याउने, नवीकरणीय ऊर्जाको मात्रामा वृद्धि गर्ने तथा ऊर्जा दक्षता वृद्धि गर्ने लक्ष्य राखिएको छ । दिगो विकासका लागि स्वच्छ एवं नवीकरणीय ऊर्जाको पहुँच र प्रभावलाई वृद्धि गर्ने, खनिज तेलको मात्रामा क्रमशः कम गर्दै जाने प्रयाससमेत त्यसमा समेटिएका छन् ।

खाना पकाउनका लागि एलपीजी विस्थापन गर्दै विद्युतीय चुल्होको प्रयोगलाई बढावा दिइएको छ भने विद्युतीय सवारी साधनको प्रवद्र्धनमा उत्तिकै प्रयत्नशील रहेको छ । सार्वजनिक यातायातका लागि विद्युतीय बस सञ्चालनमा ल्याउने तयारी गरिएको छ । विद्युत् खपत बढाउने लक्ष्यसहित १५ वटा चार्जिङ स्टेशन सञ्चालनमा आइसकेको छ भने ५० भन्दा बढी त्यस्ता स्टेशन निर्माणको चरणमा छन् ।

व्यवसायीले पनि विद्युतीय सवारीको आयात र बिक्री वितरणमा उत्तिकै महत्व दिएका छन् । सवारी साधन आयात गर्ने व्यवसायीले पनि विद्युतीय सवारी साधन आयातलाई बढावा दिएका छन् । सरकारले पनि विद्युतीय सवारी साधनको प्रवद्र्धनका लागि नीतिगत एवं कार्यक्रमिक व्यवस्था गरेको छ । चालु आर्थिक वर्षको बजेटको प्रतिस्थापन विधेयकमा समेत अर्थमन्त्री शर्माले विद्युतीय सवारी साधनको प्रवद्र्धनका लागि विभिन्न योजना अगाडि सार्नुभएको छ ।

सोही लक्ष्यअनुसार नै सन् २०१९ को मेदेखि विद्युत् नियमन आयोग स्थापना भई कार्यरत रहेको छ । नयाँ विद्युत् विधेयक छलफलका लागि सङ्घीय संसद्मा प्रस्तुत भइसकेको छ । नवीकरणीय ऊर्जा र ऊर्जा क्षमतासम्बन्धी कानुन निर्माणका लागि विधेयकको मस्यौदा तयारी चरणमा रहेको पनि उहाँले उल्लेख गर्नुभयो ।

यस्तै १५ लाखभन्दा बढी घर परिवारले सुधारिएको चुल्हो र पाँच लाख परिवारले बायोग्यास प्लान्ट प्रयोग गरिरहेका छन् । हाल प्र्रतिव्यक्ति विद्युत् खपत क्षमता २६० किलोवाट घण्टा रहेको छ । त्यसलाई कम्तीमा पनि ७०० किलोवाट घण्टा पु¥याउने लक्ष्य राखिएको छ ।

ऊर्जा वितरण प्रणालीमा आएको सुधार भएपछि नेपालले तुलनात्मक रुपमा सन् २०१६÷१७ मा ७.७ दरको उच्च आर्थिक वृद्धि गर्न सफल भए पनि कोभिड–१९ को महामारीका कारण सन् २०२१ सम्म आइपुग्दा त्यस्तो वृद्धिदर ४ प्रतिशतमा खुम्चिएको छ तर, नवीकरणीय ऊर्जाको प्रयोग गर्नेहरु नौ नौ प्रतिशतको हाराहारीमा मात्रै छन् । परम्परागत ऊर्जा प्रयोग गर्ने सबैभन्दा बढी ६८ प्रतिशत हाराहारीमा छन् ।

यस्तै दिगो विकास लक्ष्यको सबैका लागि स्वस्थ जीवनको सुनिश्चितताका सम्बन्धमा पनि काम सुरु भएको छ । हरेक पालिकास्तरमा पाँचदेखि १५ शय्यासम्मका अस्पताल निर्माणको काम भइसकेको छ । अर्थमन्त्रालयले ४०० बढी पालिकामा एकै पटक स्वास्थ्य संस्था निर्माण गर्न स्रोत उपलब्ध गराइसकेको छ ।

सबैका लागि समावेशी र समतामूलक गुणस्तरीय शिक्षाको सुनिश्चितता एवं जीवनपर्यन्त सिकाइमा समेत योजनाबद्ध काम सुरु भइसकेको छ । दिगो विकास लक्ष्यमा समेटिएका लैङ्गिक समानता र महिला तथा बालिकाको सशक्तीकरण, सबैका लागि खानेपानी तथा सरसफाइको दिगो उपलब्धताको सुनिश्चितता, भरपर्दो, समावेशी र दिगो आर्थिक वृद्धि एवं सबैका लागि उत्पादनशील रोजगारी, प्रतिरोधी पूर्वाधार निर्माण, दिगो र समावेशी औद्योगिकीकरणको प्रवद्र्धन र नवप्रवर्तनका क्षेत्रमा पनि धेरै काम अगाडि बढिसकेको छ ।

देशभित्र र देशबीचको असमानताको न्यूनीकरण, सहर तथा मानव बस्तीलाई समावेशी, सुरक्षित, प्रतिरोधी र दिगो तुल्याउने, दिगो उत्पादन र उपभोगको सुनिश्चितता दिगो विकास लक्ष्यले समेटेको छ । जलवायु परिवर्तन र यसका असरको न्यूनीकरणका लागि तत्काल पहल गर्ने विषयलाई सरकारले प्राथमिकतामा राखेर प्रक्रिया अगाडि बढाएको छ । गत असार १ गते मनाङ र सिन्धुपाल्चोकलगायतका जिल्लामा आएको बाढी पहिरोका सम्बन्धमा सरकारी तथा गैरसरकारी क्षेत्रले मिहिनरुपमा अध्ययन सुरु गरेको छ ।

दिगो वन व्यवस्थापन र जैविक विविधताको संरक्षण, शान्त र समावेशी समाजको प्रवर्धन, न्यायमा सबैको पहुँच र सबै तहमा समावेशी संस्थाको निर्माण तथा दिगो विकासको कार्यान्वयन संयन्त्रको सबलीकरण र विश्व साझेदारी निर्माणमा सरकारले प्रयास गरिरहेको छ । (रासस)
