तरकारी खेती : दुःख किसानलाई, नाफा बिचौलियालाई

गलकोट, १० असोज  उसै त कोरोनाले थलिएको व्यापार, कृषि उपजले बजार भाउ नपाएको किसानको गुनासो त छँदैछ, यसमाथि बिचौलियाको मनोमानीले आहत छन् कृषक । किसानले निकै मेहेनत लगाएर फलाएको तरकारी बेचेर किसानले कमाउनेभन्दा बिचौलियाले धेरै कमाउँदा किसान सधँै मारमा पर्ने गरेको बागलुङका तरकारी तथा फलफूल किसान बताउँछन् ।

यही चरम पीडाका बीच बिचौलियाको अन्त्य गर्ने तयारीमा किसान एकजुट हुन थालेका छन् । बागलुङ नगरपालिकाले गत वर्ष कृषि हाटबजार सञ्चालनमा ल्याए पनि उपयुक्त स्थानमा नहुँदा निरन्तरता पाउन सकेको छैन । यसमा कोरोनाले पनि थप समस्या निम्त्याएको थियो । पायक पर्ने स्थानमा हाटबजार नहुँदा किसान बिचौलियाको मारमा पर्दै आएको तरकारी किसान गोपाल पौडेल बताउनुहुन्छ । “हामीले एक महिना लगाएर उत्पादन गरेको तरकारीमा जति नाफा हुन्छ, बिचौलियाले दुःख नै नगरी एकैदिनमा कमाउँछन्”, उहाँले भन्नुभयो, “बिचौलियाको अन्त्य गर्न कृषि हाटबजारको खाँचो छ, नगरपालिकाले पायक पर्ने स्थानमा हाटबजार राख्नुपर्दछ, जुन स्थानमा उपभोक्ताले सोझै किसानको उपज खरिद गर्न पाउनेछन् ।”

बागलुङ बजारमा कृषि हाट तथा थोकबजार सञ्चालनका लागि नगरपालिकाले रु १५ लाखको लागतमा बागलुङ –३ गुठीमा छाप्रो बनाए पनि उपयुक्त स्थान नभएको किसानको गुनासो छ । अन्य वस्तुको मूल्य निर्धारण भए पनि तरकारीको मूल्य निर्धारण नभएकाले हामीजस्ता किसान सधैँ मारमा पर्ने काठेखोला गाउँपालिका–८ कादेशका किसान चान्सिङ बुढाले बताउनुभयो । “मूल्य निर्धारण हुँदा पसलैपिच्छे फरक मूल्य हुन्छ, बिचौलियाले तरकारीमा विभिन्न बाहनाबाजी बनाउँदै मूल्य घटाएर राख्छ, अन्ततः उसले महङ्गोमा बिक्री गर्दछ”, उहाँले भन्नुभयो, “एउटै मूल्य निर्धारण भएमा हामीले जहाँ लगेर पनि उचित मूल्य लिन सकिन्थ्यो, बिचौलियाका कारण हामीले दुःख गर्ने, अरुले नाफा कमाउने भइरहेको छ ।”

व्यवसायीले आफूहरुले हजारौँ मूल्य पर्ने सटरमा पसल राखेर सरकारलाई कर तिर्ने गरे पनि डोके व्यवसायीले चोकचोकमा पसल राखेर सरकारलाई कर पनि नबुझाइ बिक्री गर्दा मूल्यमा फरक पर्ने भएकाले नगरपालिका र सम्बन्धित निकायले त्यसको समाधान गरिदिनुपर्ने बागलुङ बजारका फलफूल तथा तरकारी व्यापारी बताउँछन् । कोरोना महामारीका कारण थपा परेको कृषि पेशा तथा व्यापारमा राज्यपक्षबाट थप कर असुली तथा विभिन्न बाहनामा कारबाही गर्दै आएकोे तर बजारका फुटपाथ तथा पोके व्यापारीलाई नगरपालिकाले करको दायरामा ल्याउन नसक्नु दुःखद् भएको बागलुङ बजारका फलफूल व्यवसायी खिम केसीले बताउनुभयोे ।

अहिले जिल्ला कृषि ज्ञान केन्द्र आएपछि जिल्ला कृषि सहकारी सङ्घ र बागलुङ नगरपालिकाको सहयोगमा कृषि हाट तथा थोकबजार सञ्चालन गर्ने गरी शनिबारमात्रै समितिसमेत गठन भएको छ । यसबाट किसानको गुनासो सम्बोधन हुने कृषि ज्ञान केन्द्र बागलुङका प्रमुख भानुभक्त भट्टराई बताउनुहुन्छ । “हामीले अगुवा किसान तथा कृषि सहकारी सङ्घका अध्यक्ष नरबहादुर थापाको अध्यक्षतामा कृषि हाटबजार सञ्चालक समिति गठन गरेका छौँ” उहाँले भन्नुभयो, “बिचौलियाको अन्त्य गर्न अन्य जिल्लामा सञ्चालित हाटबजार सफल भएको र नेपालका ६७ जिल्लामा हाटबजार सफल भइसकेको छ, त्यसैले बागलुङमा छिट्टै हाटबजार खोल्नेछौँ, यो बिचौलियारहित हुनेछ ।”

कृषि ज्ञान केन्द्रका प्रमुख भट्टराईले हाट तथा थोकबजार सञ्चालनका लागि सरकारले बनाएको निर्देशिकाअनुसार समिति गठन र बजार सञ्चालनका लागि केन्द्रीय सरकार र प्रदेश सरकारले कृषि हाट तथा थोक बजार सञ्चालनमा बनाएको निर्देशिकाअन्तर्गत हाटबजार सञ्चालन ल्याउने तयारी भएको जानकारीदिनुभयो । उहाँले काठेखोला, ढोरपाटन, सिगानालगायतका स्थानमा स्थानीय तहले हाटबजारका लागि संरचना तयार पारे पनि सञ्चालनमा नआएको बताउनुभयो । प्रत्येक पालिकामा हाटबजार सञ्चालनमा ल्याउन सकेमा किसान र उपभोक्ता दुवैलाई फाइदा पुग्ने उहाँको भनाइ छ ।
