मेरो जन्म २०३४ सालमा भयो । म १८ वर्षको नहुँदा माओवादीले हिँसात्मक जनयुद्ध शुरु गर्यो । २०४६ कोे परिवर्तन पछि विकासको चरणमा भरखरै प्रवेश गर्न लागेको हाम्रो देश बिध्वँशको साँघुरो गोरेटोमा प्रवेश गर्यो । करिब १० वर्ष चलेको हिँसात्मक बिद्रोहबाट मेरो पुस्ता सबै भन्दा पिडित बन्यो ।
जनयुद्धका नाममा हिँसात्मक प्रतिसोधहरुको ज्वारभाँडाहरु उत्पन्न भैरहदा राज्य र बिद्रोही पक्षबाट मारिएकाहरुमा करिब ७० प्रतिशत युवाहरु मारिए । गाउमा बसेका युवाहरुलाई बिद्रोही माओवादीहरुले बसि खान दिएनन । उनिहरुलाई सम्झाउदै वा हप्काउदै बिद्रोहमा लाग्न बाध्य बनाए । स्कुले बालबालिकाहरुलाई बुजुर्वा शिक्षा पढेर हुदैन, माक्र्संवादी विश्वविद्यालयमा पढ्नु पर्छ भन्दै बाध्य पारेर बन्दुक भिराउन थालियो । बिद्रोहलाई दमनकारी निति अबलम्बन गरेको राज्यबाट परिचालित सेना र प्रहरीको आँखाको तारो समेत मेरो पुस्ता बन्यो अर्थात तत्कालिन युवा पंत्ति बन्यो । गाउमा माओवादीलाई किन आश्रय दिइस भनेर धरपकड गर्ने, मुद्धा चलाउने र वेपत्ता बनाउने काम राज्य पक्षबाट भयो भने विद्रोहीहरुले गाउमा काम गरिरहेका युवाहरुलाई पुजिवादी भाँसमा फँसेको भन्दै काम गर्नु पर्छ भन्ने भावनालाई निरुत्साहित गर्न थाले । माओवादीले भनेको मान्नेहरु भुमिगत भए हिँसात्मक गतिबिधिमा संलग्न हुन नमान्नेहरु विस्थापित भए । गाँउका सर्व साधारणहरु समेत स्थानिय मिलिसिया भन्दै माओवादी सेना वा स्थानिय माओवादी सत्तामा सहभागि हुन बाध्य बनाइयो । समग्रमा भन्दा गाउहरु रत्तिन थाले ।
गाउ गाउमा सेना प्रहरी आउदा सामुन्ने नजानु, भाग्नु भन्ने माओवादीको निर्देशन हुन थाल्यो, भागेकाहरुलाई राज्यका सुरक्षा निकायले आतँककारी भन्दै गोली ठोक्न थाले । माओवादीले भनेको नमान्नेहरुलाई सुराँकी गरेको भन्दै माओवादीहरुबाट अपहरण, कुटपिट र अँगभँग र हत्या समेत भयो । राज्य र बिद्रोही पक्ष दुबैको अत्याचार मेरै पुस्ताले धेरै खेप्नु पर्यो । मारिने, वेपत्ताहुने राज्यका सुरक्षा निकायका, माओवादी तर्फका र अन्यको उमेर हेर्ने हो भने युवाहरु नै बढी सिकार बनाइए । यो मार्ने र मर्ने श्रृँखला करिब १० वर्ष चल्यो ।
यो अबधिमा आबाधिक चुनावहरु स्थगित भए, राजनितिमा लागेको मेरो पुस्ता ठगियो, उद्योग, धन्दा , कल कारखाना सबै तिर आक्रमण वा चन्दा आतँक चलिरह्योे , मुलुकको आर्थिक स्थिति तहस नहस बन्यो हाम्रो पुस्ताले काम गर्न पाएन । सरकारी रोजगारी जान चाहनेहरुका लागि लोक सेवा र शिक्षक सेवा आयोगका परिक्षाहरु सञ्चालन हुन सकेनन । सरकारी क्षेत्रमा हाम्रो पुस्ताले प्रदेश गर्न पाएन । मेरो पुस्ताका लागि यो देशको राजनितिले केवल मर्ने र मार्ने उपहार मात्रै दियो ।
२०६२ तिर तत्कालिन ७ दल र माओवादीका बिचमा दिल्लीमा भएको ७ बुदे सहमति पछि मुलुकमा लोकतान्त्रिक आन्दोलन भयो । आफ्नै प्रत्यक्ष शासनबाट सबै सम्स्याको समाधान गर्छु भन्ने चरम महत्वकाँक्षा पालेका राजा ज्ञानेन्द्र शाह आन्दोलनका सामु झुके र बिघठित सँसद पुनःस्थापना मार्फत राजाले आफ्नो कदम फिर्ता लिए । मुलुकमा ठूलो राजनैतिक परिवर्तन भयो । जनतालाई २ वर्ष भित्र सँबिधान दिन्छौँ भनेर सँबिधान सभाको चुनाब गराइयो । तर ४ वर्षमा पनि संबिधान नबनेरै पहिलो संबिधान सभा बिघठन भयो । फेरी अर्को संबिधान सभाको निर्वाचन गरियो र जनआन्दोलन सफल भएको १० वर्ष पछि संविधान बन्यो ।
संबिधान बन्नु अघि र बनिसकेपछि मुलुक शान्त रहन सकेन । बिभिन्न जाति र सम्प्रदायलाई आमोवादी बिद्रोहका बेला उनिहरुको मानस्पटलमा गरिएको जातिएताको बिजारोपण देशका लागि महँगो सावित भयो । यहि सवालमा देशका बिभिन्न ठाँउमा भएका घटनामा कैयौं मान्छेले ज्यान गुमाउनु पर्यो र ति आन्तरिक द्धन्द्धका घाउहरुका कारण आजको हाम्रो समाज पिडित छ, त्यसमा हाम्रो पुस्ता सबै भन्दा बढी पिडित भएको मेरो ठम्याई हो । लामो संक्रमण कालको यो पिडिमा मेरो करिब २० वर्ष रुमल्लीयो, हरायो, पिडित बन्यो ।
संविधान बनेको पनि आज करिब ७ वर्ष पुरा भयो । यो ७ वर्ष समेत मेरो पुस्ताका लागि निरासाका वर्ष बन्न पुगे । २०७२ को संविधान सभाले बनाएको संविधानले लिपिबद्ध गरेको संघियता बोझिलो बनिरहेको छ । मुलुकमा बैदेशिक ऋणको भारी गह्रुँगो बन्न पुगेको छ । हिजो मेरो पुस्ताले १ वटा राजा महँगो बन्यो भनेर आन्दोलन गरेर राजाको बिदाइ गर्यो तर आज मेरा वडाका वडा सदस्यहरुले समेत मारिक ११ हजार तलब राज्यबाट खान्छन । समग्रमा मुलुकको विकासका लागि वैदेशिक ऋण लिने कुरा त छदैछ हाम्रो राज्यका निर्बाचित पदाधिकारीहरु र कर्मचारीलाई तलब खुवाउनका लागि समेत वैदेशिक ऋण लिनु पर्ने अवस्था छ । मैले यो आलेख कोरिरहदा आजै मेरो देशको आम्दानी भन्दा खर्च १ खर्ब ५६ अरब बढी हुन पुगेको तथ्याँक सार्वजनिक भएको छ ।
हाम्रा शासकहरु प्रति, हाम्रो राजनैतिक प्रणाली प्रति र हाम्रो राजनैनिक दलहरु प्रति जनताको बितृष्णा बढ्दो छ । आशाका किरणहरु टाढाको क्षितिजमा पनि कतै देखिदैनन । यहि चरम निराशाका कारण युवाहरु देश छोड्ने क्रम बढ्न थालेको छ । गत वर्ष मात्रै कक्षा १२ उतिर्ण गरेको जम्मा २ लाख ५० हजार बिधार्थीहरु मध्य करिब १ लाख २४ हजार अर्थात ५० प्रतिशतले हाम्रो शिक्षा मन्त्रालयबाट विदेशमा पढ्न जानका लागि ‘नो अब्जेसन लेटर’ लगेको तथ्याँक हाम्रो शिक्षा मन्त्रालयसँग छ ।
समग्रमा भन्दा मध्य किशोरावस्था तर्फ लम्की रहदा अर्थात १८ वर्षको उमेर देखि २८ वर्षको उमेर सम्म हाम्रो पुस्तालाई जनयुद्ध नामको हिँसात्कम बिद्रोहले दुःख दियो । त्यस पछि हाम्रा नेताहरुले नयाँ नेपाल निर्माण गर्छौँ भन्दै १० वर्षको लामो अति कठिन संक्रमणकाल भोग्न बाध्य बनाए । यति हुदा म र मेरो पुस्ता ३८ ÷४० वर्षमा पुग्यो । हामी लोकसेवा लड्न नसक्ने गरि अयोग्य बनिसक्यौं । नयाँ नेपाल बनाउछौं भनेर ल्याएको संघियता आज घाँडो बनेको छ । मुलुक आर्थिकरुपमा टाँट पल्टिने अबस्थामा पुगेको छ । संघियताका नाममा गाउ गाउमा बनाइएका सिंह दरबारहरु नारायणहिटी बन्न थालेका छन । हिजो १ राजा थियो आज हजार राजा भएका छन । भ्रष्टाचार चरम छ, कुशासन व्याप्त छ । संघ, प्रदेशका मन्त्रीहरु मात्र होइन पालिकाका प्रमुख र उप प्रमुखहरु समेत आफुलाई राजा नै ठान्ने प्रबृत्ति बढेको छ ।
फलस्वरुप आज मेरो पुस्ता केही गर्न सक्ने अवस्थामा छैन , कृषि गरौं नेपालको कृषि बजार भारत र चिनको उत्पादनको सिण्डिकेटको बन्धनमा छ । मेरा शासकहरुका लागि त्यो सण्डिकेट दुहुनु गाई हो । त्यसैले शासकहरु त्यसलाई तोड्न चहादैनन । बरु रासाइनिक मलमा दिएको अनुदान घटाएर बिदेशी कृषि उत्पादनलाई मुलुकमा बजार फैलाउनका लागि सहयोगि भूमिका खेलिरहेका छन । व्यापार गरौं मेरो राज्यका नजरमा यो देशमा गरि खाने मान्छेहरु सबै भन्दा ठूला अपराधी ठानिन्छन । उनिहरुलाई कसरी करको भारी बढी बोकाउने भन्ने बाहेक मेरो सरकार अरु केही सोच्दैन । मेरो सरकार तिमिले गर्ने व्यापारमा २० प्रतिशत भन्दा बढी नाफा नलेउ भनेर कानुन बनाउछ तर सवारी साधनहरुमा आफु ३०० प्रतिशत कर असुल्छ । उसलाई थाहा छ मेरो देशका व्यवसायिहरुले १८ प्रतिशत बैंक व्याज तिरेर व्यापार गरिरहेका छन तर राज्य आफुलाई अभिभावक ठान्दैन ।
उमेरका हिसाबले अब हामीसँग बिकल्पहरु साँघुरिदै छन । अभागि हाम्रो पुस्ता, जसले आफ्नो उर्जासिल समयमा रगत बगायो, आन्दोलन गरेर परिवर्तन ल्यायो, त्यसैमा बनेको संविधानमा ठेकेर आज टोल टोलमा नयाँ राजा जन्मिएका छन तर गरिखानका लागि बाताबरण बनेको छैन, सुदुर क्षितिजमा समेत कुनै सम्भावना देखिदैन ।
