आइतबार रातभर वर्षा भएसँगै सोमबार बिहानसम्म काठमाडौँ उपत्यकाका विभिन्न सडक जलमग्न भए । काठमाडौँमा सोल्टीमोड क्षेत्र, नारायणहिटी दरबारको पूर्वी क्षेत्र र अन्नपूर्ण चोकमा सडक खुलाउन लागिएको छ ।

उपत्यकामा अरु धेरै ठाउँमा जमेको पानी काठमाडौँ उपत्यका खानेपानी लिमिटेड र सम्बन्धित पालिकाले खुलाइरहेका छन् । भारी वर्षाका कारण खोला बढेकाले करिडोर जलमग्न भएको लिमिटेडका प्रमुख कार्यकारी निर्देशक मिलन शाक्यले बताउनुभयो । सडक विभागले सडक बनाउँदा छेउमा बनाउने ‘साइड ड्रेन’ सानो हुँदा सडकमै पानी जम्मा भएको पाइन्छ । उहाँले भन्नुभयो, “त्यसलाई पानी जान सक्ने गरी बनाउँदा सडक डुब्न पाउँदैन ।”

उपत्यकामा एकै दिन मात्रै वर्षा हुँदा पनि सडक जलमग्न हुने गरेको छ । सडकमा एक दुई फिटसम्म पानी हुँदा सवारी चालक र यात्रुलाई आवतजावत गर्न गाह्रो हुने गरेको छ । उपत्यकाका मुख्य र सहायक सडकमा कतिपय घर र पसलभित्रै पानी पसेको छ ।

उपत्यकामा सुन्धारा, बालुवाटार, कुमारीपाटी, तीनकुनेलगायतका स्थानमा सवारीसाधन नै डुबिरहेको देख्न सकिन्छ । वाग्मती, विष्णुमती धोबीखोलालगायत नदीको बहाव बढ्दा करिडोरमा पानी जम्ने गरेको छ ।

उपत्यकामा रहेको ढल साँघुरो र नियमित मर्मतका अभावमा यस्तो समस्या देखिरहेको छ । भौतिक संरचना निर्माणको जिम्मेवारीको कुन निकायको हो भनी स्पष्ट भए पनि मर्मतको जिम्मेवारी कसको हो भनी अन्र्यौल हुँदा बर्सेनि यो समस्या दोहोरिरहेको हो । ढल प्रणाली पुरानो भएको तथा पुरानो र नकुहिने वस्तु पस्दा पानी ढलमा नगएर सडकमै जम्मा हुने र त्यसले सडक पानीले भरिने गरेको छ ।

ढल जाम हुनेलगायत समस्या आउँदा केयुकेएलले नै उपकरण लगेर ढल खुलाउने काम गरिरहेको छ । त्यसबाहेक सम्बन्धित महानगरपालिका र नगरपालिकाहरुले पनि आ–आफुसँग भएका उपकरणमार्फत सडक खुलाउने गर्छन् । कतिपय स्थानमा खोलाको क्षेत्र कम छाडेर संरचना बनाउँदा पनि खोला सडक र बस्तीसम्म पुग्ने गरेको छ ।

काठमाडौँ महानगरपालिकामा भीमसेनस्थान जाने पुलमा विष्णुमति थुनिएर खोला बाहिर बगेको महानगरपालिकाका प्रवक्ता ईश्वरमान डङ्गोलले बताउनुभयो । सो करिडोरको निर्माण महानगरपालिकाले गरिरहेको भए पनि कल्भर्ट पुल पहिले सडक विभागले बनाएको थियो । भीमसेनस्थानमा एक फिट माथिसम्म पनि खोलाको लेदो सडक र पेटीहरुमा रहेको छ ।

उहाँले भन्नुभयो, “महानगरपालिकाले त्यो पन्छाउन पहल गरिरहेको छ ।”ढल निर्माणको मुख्य जिम्मेवारी खानेपानी मन्त्रालय, खानेपानी तथा ढल व्यवस्थापन विभागको हो । विभागले खासगरी सङ्घीय सडकमा र स्थानीय सडकमा सम्बन्धित पालिकाहरुले ढल निर्माण गर्छन् । तीन तहका सरकार कसले ढल बनाएको छ भन्ने अर्काेलाई थाहा नहुँदा र ढलहरुबीचको जडानमा समस्या हुँदा सडक पानीले भरिने गरेको छ ।

स्थानीयवासी पनि कुन निकायलाई उजूरी गर्ने भन्नेमा अन्योलमा छन् । ललितपुर, इमाडोलका रमेश श्रेष्ठ यस क्षेत्रमा बर्षेनि पानी जम्ने गरे पनि त्यसतर्फ कसैको ध्यान नगएको बताउँनुहुन्छ । पानी पसलभित्र पस्दा धेरै क्षति हुने गरेको छ । उहाँले भन्नुभयो, “तत्काल पानी हटाउने मात्रैभन्दा दीर्घकालीन रुपमा समस्या समाधान गर्न खाँचो छ ।”
कुन सडकमा कसले ढल निर्माण गर्ने भन्ने नै स्पष्ट छैन । सडकका विषयमा आठ मिटर वा त्योभन्दा बढी चौडा सङ्घीय सरकारले र त्यसभन्दा कम चौडाइको स्थानीय सरकारले निर्माण गर्ने जनाइएको छ ।

कुन सडकमा कसले ढल निर्माण गर्ने भनी टुङ्गे नभएको पालिकाले बताउँदै आएका छन् । सामान्यतया ठूला चौडाइका सडकमा सङ्घीय सरकार र कम चौडाइमा स्थानीय सरकारले ढल निर्माणको काम गर्दै आएका छन् । स्थानीय तहले ढल निर्माण गरेका स्थानमा पनि मर्मतमा भने ध्यान दिएको पाइँदैन ।

ढलको समस्या काठमाडौँ उपत्यकाका नगर क्षेत्रसँगै नयाँ बनेका नगरपालिकामा समेत देखिरहेको छ । ग्रामीण बस्तीमा शहरीकरणसँगै फोहरपानीको व्यवस्थापनको समस्या देखिरहेको हो । पानीको उचित निकास नहुँदा वर्षाका समयमा काठमाडौँ उपत्यकाका धेरै सडक डुबानमा पर्ने र स्थानीयवासीको घरभित्रै पानी छिर्ने समस्या हुने गरेको छ ।

मेलम्ची खानेपानी आयोजना, कार्यान्वयन निर्देशनालयले मुख्य नदीमा पानी प्रशोधन केन्द्र र खोला नजिकै ढल निर्माण गरिरहेको छ । मेलम्चीको पानीले ढलको समस्या अझै बढ्नसक्ने भएकाले खोला छेउमा जस्तै ढल निर्माण उपत्यकाका मुख्य र सहायक सडकमा पनि गर्न आवश्यक छ । फोहरपानीको व्यवस्थापनका लागि निर्देशनालयले चार स्थानमा फोहरपानी प्रशोधन केन्द्र निर्माण गरिरहेको छ । गुह्ेश्वरी, सूर्यविनायक, बालकुमारी र सुन्दरीघाटमा फोहरपानी प्रशोधन केन्द्र निर्माण गर्न लागिएको हो ।
