आयोगको अन्तर्वार्ता स्थगित सूचनाले परीक्षार्थी अन्योलमा

लोकसेवा आयोगले राजपत्र अनङ्कित प्रथम श्रेणी नायब सुब्बा (नासु) पदको अन्तर्वार्ता स्थगित गर्दा देशैभरिका परीक्षार्थी अन्योलमा परेका छन् । आयोगले २० गते अन्तर्वार्ता स्थगितको सूचना गरेको थियो ।

यही भदौ ११ गते नायबसुब्बा पदको कम्प्युटर सीप परीक्षण लिइ अन्तर्वार्ता शुरु गरेको आयोगले अन्तर्वार्ताकै बीचमा स्थगितको सूचना जारी गर्दा उनीहरु अहिले अन्योलमा परेका हुन् । विभिन्न सेवा समूहअन्तर्गत लिइएको नायब सुब्बा पदको अन्तर्वार्तामा सामेल भएका केही परीक्षार्थीले अन्तर्वार्ता सम्पन्न गरिसकेका छन् भने केही परीक्षार्थीले बञ्चित हुनुपरेको छ ।

एक्कासी अन्तर्वार्ता स्थगित हुँदा निरास भएर फर्कनुपरेको लोकसेवा आयोग सुर्खेत कार्यालयमा भेटिनुभएका परीक्षार्थी रमेशकुमार सिंहले गुनासो पोख्नुभयो । राजस्वतर्फका १४ जनामध्ये सात जनाले आइतबार अन्तर्वार्ता दिएको तर आफूलगायत बाँकी सात जना अन्तर्वार्ता दिनबाट बञ्चित भएको उहाँले पीडा व्यक्त गर्नुभयो ।

सँगैका साथीले सम्पन्न गरेको अन्तर्वार्ता दिन नपाउँदा खल्लो महसुस भएको दुखेसो पोख्दै उहाँले भन्नुभयो, “विभिन्न आरोहअवरोह यात्रा गर्दै मुलुकका दुर्गम ठाउँबाट पैसा खर्चेर परीक्षार्थी अन्तर्वार्ता दिन आएका छन् । बीचैमा अन्तर्वार्ता रोकियो । यसले हामीलाई न यता न उता बनायो । अन्तवार्ता दिन लगाएर बरु सिफारिस गर्नमात्र रोके कति जाति हुन्थ्यो होला ?”

यही भदौ ११ गते शुक्रबार स्थानीय तथा प्रदेशमा समायोजन भएका नायबसुब्बाले आफूहरूलाई सङ्घमा नै समायोजन गर्नुपर्ने भनी सर्वोच्च अदालतमा रिट दर्ता गरेपछि सर्वोच्च अदालतले नासुको पदपूर्ति यथास्थितिमा राख्न अन्तरिम आदेश दिएको थियो । तत्कालीन समायोजनका बेला आफूलाई अन्याय पारिएको भन्दै उनीहरुले लोकसेवा आयोगलाई विपक्षी बनाएर अदालतमा रिट निवेदन दायर गरेका थिए ।

सो रिटमाथि भदौ १७ गते बिहीबार सुनुवाइ गर्दै सर्वोच्च अदालतका न्यायाधीश ईश्वरप्रसाद खतिवडाको एकल इजलासले पेसी मितिसम्म पदपूर्तिसम्बन्धी काम कारवाही यथास्थितिमा राख्न लोकसेवा आयोगका नाममा आदेश जारी गरेको थियो । अदालतले भदौ ३० गते दुवै पक्षलाई छलफलका लागि बोलाएको छ ।

आयोगले स्थगित गरेको अन्तर्वार्ताका कारण आयोगको धनकुटा कार्यालयबाट राजस्वतर्फ अन्तर्वार्ता दिँदै गरेका ६२, काठमाडौँ कार्यालयबाट राजस्व एवं लेखातर्फ ८५÷८५ र सामान्य प्रशासनतर्फ नौ, पोखरा कार्यालयबाट लेखातर्फ ४३, राजस्वतर्फ ५३, सुर्खेत कार्यालयबाट राजस्वतर्फ सात, जलेश्वर कार्यालयबाट सामान्य प्रशासनतर्फ ५४, लेखा २३ र राजस्वतर्फ १७ र बुटवल कार्यालयबाट सामान्य प्रशासनतर्फ ११, लेखातर्फ ३४ र राजस्वतर्फ ७२ गरी कूल जम्मा ५५५ जना परीक्षार्थी अन्योलमा परेका छन् ।

यस विषयमा लोकसेवा आयोगका प्रवक्ता तोयनारायण सुवेदीले सर्वोच्च अदालतको आधिकारिक लिखित पत्र आयोगमा आइतबार तामेली भएसँगै त्यसको आदेश पालना गर्न हिजो नै बैठक बसेर अन्तर्वार्ता स्थगित गरिएको राससलाई जानकारी दिनुभयो । प्रवक्ता सुवेदीले अप्राविधिकतर्फको अन्तर्वार्ता मात्र रोकिएको बताउनुभयो ।

“मिडियामा १७ गते नासु तहको अप्राविधिकतर्फका सबै गतिविधि यथास्थितिमा राख्न भनिएको अन्तरिम आदेशको समाचार प्रकाशन भए पनि आयोगमा आधिकारिक लिखित पत्र आइतबार नै आयो”, उहाँले भन्नुभयो, “कर्मचारीको समायोजनप्रतिको असन्तुष्टिका कारण परेको रिट निवेदनलाई लिएर अदालतले अन्तरिम आदेश गरेको हो । परीक्षा जहाँबाट रोकिएको हो, त्यहीबाट सुरु हुन्छ ।”

यसमा आयोगको कुनै पनि प्रक्रियामा त्रुटि नरहेको उहाँले दाबी गर्नुभयो । यता पीडित परीक्षार्थी तथा रिट निवेदक कर्मचारीले सङ्घीय मामिला तथा सामान्य प्रशासन मन्त्रालयले समायोजनका क्रममा गरेको तत्कालीन त्रुटिका कारण उब्जेको समस्याबाट आफू मारमा परेको बताउँदै आएका छन् ।
