कैलालीको मोहना नदी पारी भारतीय सीमासँग जोडिएका मोहनपुर, शिवरत्नपुर र हौसलपुर गाउँका स्थानीयवासी झण्डै पाँच दशकदेखि लालपुर्जाबाट वञ्चित रहेका छन् । सरकारी बेवास्ताका कारण उनीहरुले लालपुर्जा प्राप्त गर्न नसकेका हुन् ।

कैलारी गाउँपालिकाका मोहनपुर, हौसलपुर र शिवरत्नपुरका २०० भन्दा बढी परिवारले जग्गाधनी प्रमाणपत्र पाउन नसक्दा सरकारी सेवा सुविधाबाट वञ्चित हुनु परेको छ । लालपुर्जा नहुँदा सीमावर्ती गाउँका स्थानीयवासीलाई सरकारले कृषिमा दिने अनुदान र सहयोग लिन समस्या भएको उनीहरुको गुनासो छ । ती तीनै गाउँका स्थानीयवासी कोहीसँग पनि आफूले वर्षौंदेखि उपभोग गरिरहेको जग्गाको लालपुर्जा छैन ।

सरकारले लालपुर्जा नदिँदा सुकुम्बासी जस्तै भएर बस्नु परिरहेको स्थानीयवासीको गुनासो छ । लालपुर्जा पाउन पटक–पटक सरकारका विभिन्न निकायमा धाए पनि प्राप्त गर्न नसकेको कैलारी गाउँपालिका–७ मोहनपुरका विष्णु चौधरीले बताउनुभयो । लालपुर्जा नहुँदा बैंक, सहकारीलगायत वित्तीय संस्थामा जग्गा धितो राखेर कारोबार गर्न नपाएको उहाँको भनाइ छ । “कृषि अनुदानका लागि सरकारी निकायले लालपुर्जा खोज्छ, हामीसँग छैन”, चौधरीले भन्नुभयो । सीमा नाकामा बसेर नेपाली भूमि अतिक्रमण हुनबाट जोगिए पनि लालपुर्जा नहुँदा सरकारबाट हेपिएको उनीहरुले महसुस गरेका छन् । “बस्ती नभएको भए जग्गा भारतले अतिक्रमण गर्ने खतरा थियो”, उहाँले भन्नुभयो ।

सीमा क्षेत्रमा खटिएका भारतीय सीमा सुरक्षा बल (एसएसबी) र वन रक्षकले बेलाबेलामा गाउँमा आएर दुःख दिने गरेका स्थानीयवासी बताउँछन् । लालपुर्जा दिनुपर्ने माग गर्दै गाउँपालिका, मालपोत कार्यालय, सुकुम्बासी आयोगलगायत निकायमा धाउँदा पनि सुनुवाइ नभएको कैलारी गाउँपालिका–५ शिवरत्नपुरका भल्मन्सा राजु चौधरीले बताउनुभयो । उहाँले भन्नुभयो, “सरकारले हामीलाई विकास होइन, पहिला लालपुर्जा दिनुपर्छ ।”

स्थानीयवासीलाई लालपुर्जा वितरण गर्न जरुरी भएको कैलारी गाउँपालिकाका अध्यक्ष लाजुराम चौधरी बताउनुहुन्छ । सरकारले आफ्नै नागरिकलाई लालपुर्जाविहीन बनाउन नहुने उहाँको धारणा छ ।
